A "very brave" four-year-old girl was shopping for toys when she was shot in New York's Times Square as an argument between a group of men turned violent.

WASHINGTON-Three people including a four-year-old girl were shot in New York City's Times Square after gunfire broke out in a dispute that they were apparently not involved in, the city's top police official said Saturday.

None of the victims' injuries are believed to be life-threatening, with all three in a stable condition in hospital.

"We don't have the actual ages yet", the police spokesperson said, adding that "they are both girls" but declining to comment on whether there was just one gunman or multiple shooters.

The shooting happened shortly before 5 p.m. near the intersection of West 44th Street and Seventh Avenue, police said.

Hours later, the NYPD released video footage showing a suspect.

A preliminary investigation showed that the three victims were unknown to one another and were innocent bystanders, Shea said.

Shea said city police officers have been seizing guns at an alarming rate over the past two years and he said "bad policies" were to blame.

Neighborhood theaters are set to start reopening on September 14, however, and the mayor of New York, Bill de Blasio, recently announced a major campaign to revive tourism from June. "The flood of illegal guns into our city must stop". "It is during this dispute that at least one person pulls out a gun".

The week prior, gun violence was up 253%. That same week, almost every crime - including rape, murder, and robbery - jumped when compared to the same seven-day period one year ago.

De Blasio has insisted crime numbers will fall once criminal courts are fully back open at the end of May - even with bail reforms that critics say make it far easier to send criminals back onto the streets.
